Abstract:

As a vital component of traditional Chinese ethics, filial piety and elder respect culture, demonstrates unique value in addressing the challenges of population aging and advancing the governance of an aged society. Through mechanisms of value guidance, ethical coordination, community mobilization, and institutional safeguards, it translates traditional ethical norms into governance efficacy. This is concretely manifested in fostering a social consensus on honoring the elderly, mediating intergenerational interests and responsibilities, promoting multi-stakeholder participation, and facilitating the positive integration of culture and institutions. However, the practical application of cultural empowerment in aged society governance still faces challenges such as breaks in intergenerational transmission, superficial practices, imbalances in rights and interest coordination, spatial segregation, and weak collaborative mechanisms. To address these, efforts should focus on innovating carriers for intergenerational transmission to solidify the foundation of value identification; deepening the design of practical activities to emphasize spiritual care; improving intergenerational consultation mechanisms to promote a two-way balance of rights and interests; optimizing community spatial functions to create intergenerational shared environments; and refining multi-stakeholder collaborative systems to enhance resource integration effectiveness. These measures aim to transform the culture of filial piety and elder respect culture, from an ethical resource into governance efficacy, thereby providing stronger cultural support for building an elderly-friendly society characterized by intergenerational integration and shared responsibility.
