Abstract:

Digital intelligence technologies have deeply embedded themselves in and reshaped urban community governance, highlighting certain tensions between technological rationality and human-oriented values.Urban communities are facing transformational pressures in aspects such as spatial structure, traditional customs and habits, technological regulations, and residents' subjectivity, posing new challenges to the realization of values for individuals within the community collective. The essence of urban community governance lies in returning to the authentic nature of "people," anchoring the value of human subjectivity, and constructing a living community imbued with warmth and a sense of belonging. To this end, we advocate a human-centric governance logic of "technology for good," taking the revitalization of community spaces, the accumulation of emotional capital, the reconstruction of subjectivity, and responding to the needs of communal life as pathways to drive the transformation of urban communities from "technological rationality" to a "return to human-centric values."
