摘要/Abstract

摘要： 如何全面评价政府的绩效是重要的理论和现实问题,近年来兴起的公共价值理论为此提供了新的分析框架。本文从公共价值的多元化特征出发,指出以经济价值作为唯一标准衡量政府绩效存在的局限,通过因子分析法和聚类分析法对10个代表性国家的4类公共价值内容进行实证研究,结果表明新兴经济体国家在政府绩效的整体表现上与发达国家确实存在较大差距,但在社会保障、性别平等、国防安全等指标上已追平甚至超过部分发达国家,这是他们提高公共管理绩效和提升公共价值的有力证据。
