Abstract:

As the core carrier for constructing an integrated data market, trusted data spaces are undergoing a significant transformation from planned exploration to practical pilot implementation.Both government-led on-exchange data markets and enterprise-led off-exchange data markets face unfavorable factors for the credible circulation of data due to differences in the entities responsible for their construction. According to their functional characteristics, trusted data spaces are primarily composed of service platforms, data providers, data users, and data service providers. They shape "trustworthy" transaction rules through a "licensed use" approach.To break down barriers in data trading, we should first establish unified and coordinated standards for integrated data circulation, creating channels of mutual trust between on-exchange and off-exchange data spaces. By integrating the specific organizational structures within data exchanges, we can enhance the structural flexibility of data supply and the breadth of data sources within the on-exchange space. Centering on the flexible nature of off-exchange spaces, we should implement technological measures to enforce the "platform governing spaces" framework established at the institutional level.
