    The issues of cognition and epistemology hold profound theoretical significance and practical value.Understanding the laws of social development is a necessary prerequisite for the success of modernization.Chinese modernization has achieved historic accomplishments through practical exploration and reached new realms of understanding, with its underlying logic rooted in the epistemology behind it.The epistemology of Chinese modernization adheres to the basic principles of Marxist practical epistemology, and is also the ideological crystallization of actively exploring in the face of major changes in today's world.It is characterized by a problem-oriented approach, emphasizing the subjectivity of Chinese civilization in terms of cognitive subjects. It advocates exploring a modernization path that suits the country's actual conditions while drawing on excellent civilizations from around the world.In terms of the starting point of cognition, it emphasizes problem awareness and confronts reality with thorough materialism.Regarding the issue of the path of cognition, it advocates a willingness to try and make mistakes, daring to explore and act.On the issue of truth, it insists on fighting for truth.On the issue of the dialectical and developmental laws of cognition, it adheres to maintaining the correct principles while pursuing innovation.In the face of complex challenges posed by the new scientific and technological revolution marked by artificial intelligence and other advancements, building China's independent knowledge system and accelerating high-quality development require adhering to the epistemology and methodology of Chinese modernization.

    Civilization and modernization are inherently intertwined, sharing intrinsic and historical connections.Chinese modernization creates a new form of human civilization, and enhancing the level of social civilization is an integral part of this process, reflecting the necessity of the Party's governance and administration.Chinese modernization essentially imbues societal civilization with epochal significance, manifested through four-dimensional attributes: holistic inclusiveness, civic primacy, intergenerational continuity, and cosmopolitan permeability.Since the essence of civilization is the "objectification of essential human powers", in the new era and on the new journey to enhance the level of social civilization across the board, we must take ideological and moral construction as the core, study, ponder, practice, and comprehend scientific theories to strengthen ideological guidance; firm up ideals and beliefs to replenish the "calcium of the spirit"; deepen the implementation of civil moral construction projects to enhance moral experience; and strengthen rigid legal provisions to promote the cultivation of civilized behavior and language.

It is an important force driving the construction of a modern industrial system.The integration of digital technology and the real economy empowers the intelligent, green, and integrated development of industries through three organically connected specific forms: the utilization of data elements, the empowerment by digital technology, and the exertion of network effects.     Development of Conformity Assessment Clauses in Regional Trade Agreements and China's Response

    Conformity assessment, as a crucial means of ensuring that products meet technical regulations or standards, serves as both a "passport" for international trade and a major vehicle for technical barriers to trade.In response to the practical needs of deep integration within regional value chains, regional trade agreements establish a higher-level coordination framework for international regulations on conformity assessment by deepening and upgrading the provisions of the Agreement on Technical Barriers to Trade.Based on a review and comparison of the conformity assessment provisions in major regional trade agreements such as the CPTPP, USMCA, EJEPA, and RCEP, the analysis reveals that China's conformity assessment regulatory practices still lag behind international high-standard economic and trade rules in areas such as non-discriminatory treatment of conformity assessment bodies, participation in international standard-setting, and fulfillment of transparency requirements. Therefore, it is recommended to focus on four key areas—improving the Certification and Accreditation Regulations, leading international standard-setting, fostering internationally recognized conformity assessment bodies, and optimizing transparency mechanisms—to build a conformity assessment system that integrates international norms with domestic characteristics, thereby providing robust support for high-level opening-up.

    An Empirical Study on the Empowerment of Digital Economy for the Integrated Development of Rural Industries

    The integrated development of rural industries is an important pathway to achieving rural revitalization and agricultural and rural modernization, with the digital economy empowering this integrated development of rural industries.Firstly, based on a summary of the connotation and characteristics of industrial integration, the theoretical mechanism of how the digital economy empowers the integration of rural industries is analyzed.Secondly, through case studies of e-commerce development in Dangshan County, Anhui Province, Cao County, Shandong Province, and Dayu County, Jiangxi Province, this paper analyzes the practical models of how the rural digital economy empowers the integration of rural industries through four mechanisms: digital production, industrial chain optimization, market expansion, and collaborative services. It summarizes the remarkable achievements of rural e-commerce in empowering the integrated development of rural industries from the perspectives of industrial integration pathways, talent cultivation models, and rural governance structures. Furthermore, it analyzes the challenges faced by rural e-commerce development from the angles of industry, market environment, and farmer participants, including insufficient industrial chain collaboration and weak interest linkage mechanisms among participants, bottlenecks in infrastructure construction and hindrances to the mutual flow of elements, as well as low digital literacy levels and poor risk resistance capabilities.Lastly, from a "three-in-one" perspective, this paper proposes the implementation path for the modernization of agriculture, rural areas, and farmers in China under the background of the digital economy.The research conclusions can provide decision-making reference for fully leveraging the digital economy to empower the integrated development of rural industries and promote the modernization of agriculture and rural areas in the context of rural revitalization.

    Analysis of the Driving Mechanism of Green and Low-Carbon Consumption in the Context of Digital Intelligence

    Promoting green and low-carbon consumption is of great significance for advancing ecological civilization construction and achieving the "dual carbon" goals.The digital-intelligence economy, characterized by technologies such as artificial intelligence and big data, is profoundly influencing and transforming residents' lifestyles. It is necessary to establish a drive mechanism for multi-stakeholder collaboration, co-governance, and sharing in the context of digital-intelligence, to jointly promote green and low-carbon consumption.Based on this, an analysis is conducted on the driving effects of green and low-carbon consumption among different entities, including enterprises, consumers, governments, and social organizations. A multi-dimensional driving framework of "technology empowerment - behavior reshaping - institutional innovation - cultural cultivation" is constructed. Furthermore, combined with structuration theory, the mechanism of driving forces is analyzed, providing useful references for expanding the practice paths of green and low-carbon consumption and achieving a comprehensive green transformation of economic and social development.

    Research on Issues Concerning the Elderly and Children from the Perspective of Life Cycle Deficit Theory

    In recent years, driven by concerns over ultra-low fertility rates and rapid population aging, there has been a significant increase in attention from the government, society, and academia towards the "elderly and children" issue. The government has also strengthened policy support for this demographic. While academic circles generally acknowledge that the "sandwich generation" faces dual pressures of supporting aging parents and raising children, there remains insufficient exploration into the actual extent of these overlapping burdens.Drawing on the lifecycle deficit theory framework, this study analyzes data from both national and household levels, revealing that public transfers targeting the elderly and children demonstrate relatively few systemic issues and constitute a relatively small proportion of total expenditures, without imposing significant pressure on national economic development.Intergenerational transfers within families are neither unidirectional nor confined to dyadic relationships between two generations. These transfers demonstrate dynamic reciprocity, as families strategically adjust resource allocation between grandparents and parents to alleviate household pressures. Analysis focusing on caregiving obligations reveals that while the state provides multiple channels for elderly and child care support, its overall engagement remains limited with insufficient responsibility assumption. Households predominantly shoulder primary caregiving responsibilities for both elderly and children. However, such obligations are not exclusively borne by the parental generation. Cross-generational participation emerges as a distinctive feature, with grandparents and grandchildren actively involved in fulfilling family care duties. Notably, eldercare and childrearing responsibilities within households do not generally coincide temporally, creating distinct care cycles across different life stages.The dual pressures of ultra-low fertility rates and population aging with declining youth cohorts paradoxically generate an eldercare deficit alongside a childcare surplus. This demographic reality necessitates rectifying media's skewed perceptions of intergenerational care dynamics. Policy recommendations propose three-pronged interventions: prioritizing care infrastructure for the high-aged and disabled/semi-disabled elderly population, moderating excessive educational investments in childhood development, and viewing intergenerational mutual aid and support in the care of the elderly and children within families through the lens of multi-generational integration.

    In the traditional sense, the objectives of urban renewal typically focus on economic value, environmental value, and cultural value, while social value is seldom mentioned.Under the backdrop of evolving principal social contradictions, intensifying social mobility and risks, as well as the growing prominence of social equity and balanced development as primary objectives for economic and social progress, urban renewal must also undergo a value-oriented shift guided by the People-City Concept transitioning from pursuing physical spatial improvements to reshaping social relationships.Public space, as an important carrier of social relations, realizes social value through the triple logic of social interaction, emotional belonging, and cultural expression.However, factors such as unreasonable layout of public spaces, a single decision-making model, and a lack of cultural dimension constrain the generation of social value.Future urban renewal should be guided by prioritizing social value, adopting a small-scale, incremental micro-renewal strategy to construct diverse and shared public spaces, engaging a wide range of social groups in participation, enhancing interaction between industry and the city, and making the city a "social home" shared by all groups.

    China's regulatory sandbox for artificial intelligence currently prioritizes safety maintenance over fostering innovation, particularly evidenced by the absence of a legal liability exemption system. Regarding institutional provisions, although the inclusive and prudent policies implemented for the AI industry contain implications of liability exemption and relevant legal provisions leave room for such exemptions, the specific regulatory rules lack institutional arrangements for liability exemption. This results in artificial intelligence providers participating in sandbox testing not receiving innovation incentives or preferential treatment through liability exemptions.In response, it is necessary to ground the approach in the theory of objective imputation, clarify the theoretical logic and legal foundation for liability exemptions, and define the scope of exemptions-specifically, excluding exemptions for civil and criminal liabilities while allowing discretionary exemptions for administrative liabilities.Building on this foundation, rigorously define the substantive requirements for liability exemptions and enhance exemption procedures through specifying eligible subjects for exemptions,designing binding guidance mechanisms and establishing oversight and relief measures to establish a legal liability exemption system tailored to the practical and developmental needs of China's AI regulatory sandbox.
