    The Systematic Structure of Xi Jinping Thought on Economy: The Inner Unity of Concepts, Theory, and Practice

    Xi Jinping Thought on Economy systematically integrates the three crucial dimensions of Marxist political economy research-conceptual innovation, theoretical construction, and practical development-thereby achieving a historic leap in twenty-first-century Marxist political economy. At the conceptual level, Xi Jinping Thought on Economy distills and synthesizes China's experience through hallmark concepts, concentrating the new insights and propositions of socialist political economy with Chinese characteristics in the new era and advancing a "revolution in terminology" in contemporary Chinese economics. At the theoretical level, Xi Jinping Thought on Economy develops and integrates these hallmark concepts through a theory of productive forces with Chinese characteristics for the new era, systematically elucidating the concrete background, institutional mechanisms, guiding principles and methods, and target configuration of productive forces development in the new era, thus greatly enriching relevant Marxist theories. At the practical level, through the institutional arrangements and policy practices of governance in the new era, Xi Jinping Thought on Economy gives concrete form to hallmark concepts and the theory of productive forces and translates them into practice, helping China's economy weather storms, maintain steady progress, and move forward over the long term. From the generation of hallmark concepts, to the construction of a theory of productive forces, and further to the unfolding of economic practice, Xi Jinping Thought on Economy undertakes a holistic and structural exploration of a Chinese-featured "systematized body of economic theory" through an integrated framework of "concept-theory-practice" thereby opening up a new horizon for contemporary Chinese Marxist political economy.

    Discourse Construction and Efficacy of the "Distinctive Mark" of the Communist Party of China in the New Era

    The "distinctive mark" is often used to describe what sets the Communist Party of China (CPC) apart from other political parties. From a "knowing what" perspective, the discourse of the "distinctive mark" includes the following elements: the courage to engage in self-reform is the Party's distinctive mark; consistently taking a firm stand with the people is the Party's distinctive mark; carrying forward the Party's glorious traditions and fine conduct is the Party's distinctive mark; and leading social revolution through self-reform is the Party's distinctive mark. From a "knowing why" perspective, the construction of the "distinctive mark" discourse must follow certain mechanisms: as a comparative concept, the "distinctive mark" discourse must reflect the Party's nature; as a value-based concept, it must manifest the Party's purpose; as a historical concept, it must carry forward the Party's history; and as a contemporary and developmental concept, it must aim to fulfill the Party's mission. Thus, this answers the question of "how to construct" the discourse. The construction of the "distinctive mark" discourse also contains certain patterns, reflecting the requirements of comprehensive and strict Party governance, as well as addressing how to adhere to and apply materialist conceptions of history, particularly how to exercise subjective initiative. Discourse originates from problems and is grounded in concepts; it emerges from practice and drives development. The construction of the "distinctive mark" discourse has the function and significance of enhancing cohesion efficacy, mobilization efficacy, stabilization efficacy, analytical efficacy, identification efficacy, and shaping efficacy.

    The Composite Narrative of Chinese Modernization

    The composite narrative of Chinese modernization represents a critique and transcendence of Western modernization narratives. Chinese modernization endogenously constructs a composite narrative structure: at the level of the narrator, it integrates the leadership of the Communist Party of China with the principal role of the people, forming a multi-coordinated narrative community; at the level of the narratee, it advocates for equality and mutual learning among civilizations, cultivating a value symbiont based on the common values of humanity; at the level of the story, it advances the "Five-in-One" overall layout encompassing economic, political, cultural, social, and ecological progress, shaping a social organism with parallel main threads; at the level of discourse, it connects the past, present, and future, integrates local practices with global perspectives, and creates a spatiotemporal continuum of shared history and domain. Rooted in the practice of the great rejuvenation of the Chinese nation, the composite narrative of Chinese modernization embodies the dialectical unity of concrete universality, subject-object integration, and systemic synthesis. It not only breaks the myth that "modernization equals Westernization" and transcends the development logic dominated by capital, but also, through the creation of a new form of human civilization, provides Global South countries with an autonomous, inclusive, and sustainable new paradigm of modernization narrative, demonstrating profound world-historical significance.

    Shaping New Communities: Chinese Experience in Megacity Governance

    After more than a decade of practice, China's megacities as new types of communities have grown into stable communities. In the process of shaping these new communities, guided by the philosophy of Xi Jinping's "people's cities," China's megacity governance has successfully explored governance approaches that both promote sustained economic and social development and strengthen the social solidarity and internal identity of all residents in megacities, creating Chinese experience in megacity governance. First, the political foundation of new communities has been shaped through governance practices coupling state governance and local governance. Second, the order foundation of new communities has been shaped through governance practices of reorganized social connectivity. Third, the identity of new communities has been shaped through governance practices of the public reproduction of urban residents' life practices. The Chinese experience in megacity governance has both domestic and international significance.

    From the perspectives of manufacturing structural transformation, technological diffusion mechanisms, and capability-transition dynamics, this paper analyzes the theoretical foundation and intrinsic connections between maintaining a rational proportion of manufacturing, advancing the "threefold integration" of intelligentization, greening, and integration, and building an advanced manufacturing sector. The structure of manufacturing determines both the speed and magnitude of changes in its share of the economy; the essence of a rational proportion lies in achieving an appropriate scale grounded in a reasonable structure. Scale and structure reinforce each other: scale provides the foundation for technological accumulation, while a reasonable structure ensures the sustainability of scale. Moreover, the inherent by-product characteristics of many rare materials-crucial to modern intelligent and green industries-require a corresponding level of manufacturing scale to guarantee stable supply.In the digital era, technological diffusion is characterized by shortened cycles, strengthened ecological coordination, and prominent indirect network effects. Integration therefore becomes the key pathway for effectively implementing intelligentization and greening. Together, intelligentization, greening, and integration form a self-reinforcing system of "technology-boundary-carrier." China is currently at a critical juncture, transitioning from related diversification toward unrelated diversification. Against the backdrop of accelerating accumulation of complex technological capabilities, China must maintain a solid manufacturing scale, strengthen technological diffusion, and expedite the construction of an advanced manufacturing system, thereby achieving a structural leap from quantitative expansion to qualitative upgrading.

    The construction of Digital China is a major strategy in the pursuit of Chinese modernization. It serves as a key driver for developing new quality productive forces and achieving a high quality of life, carrying profound human rights implications. How does Digital China unleash new momentum for human rights development? First, Digital China strongly empowers human rights subjects by enhancing subjective value, safeguarding subjective dignity, shaping subjective personality, and protecting subjective human rights. Second, Digital China deeply updates and strengthens human rights objects by upgrading normative structures, establishing rights attribution, promoting morphological evolution, and improving remedy mechanisms. Third, Digital China comprehensively optimizes human rights values by achieving digital justice, enhancing digital benefits, maintaining digital security, and ensuring digital freedom. Finally, Digital China effectively guarantees the right to digital development, efficiently unleashes human rights momentum, promotes the development of human rights in China, and establishes a new model for global human rights governance.

    High-Quality Party Building Leading High-Quality Development: Theoretical Logic and Strategic Pathways

    High-quality development is the central theme of China's economic and social development during the 15th Five-Year Plan period, as well as the value goal and practical benchmark of high-quality Party building. High-quality Party building, in turn, serves as the political guidance and fundamental guarantee for high-quality development. The two form a dialectically unified relationship of mutual benefit, symbiosis, and shared prosperity, jointly serving the internal needs of building a great modern socialist country. "High-quality Party building leading high-quality development," as a major theoretical proposition of socialist political economy with Chinese characteristics, represents both a creative application of the fundamental historical materialist principle that relations of production must conform to the nature of productive forces and that the superstructure must suit the state of the economic base, and the distilled wisdom of the Communist Party of China's successful experience in correctly handling the relationship between politics and the economy. At present, significant achievements have been made in high-quality Party building leading high-quality development. However, problems remain, including superficial leading consciousness, the hollowing-out of the "two coverages", the formalization of integration mechanisms, and the weak supporting force of talent teams. On the new journey of the new era, the entire Party urgently needs to take strategic breakthroughs such as strengthening political and ideological leadership, improving relevant institutional arrangements, innovating work operation mechanisms, and energizing the cadre team, to continuously optimize the institutional mechanisms and work systems through which high-quality Party building leads high-quality development.

    In the era of digital intelligence, the logic of economic and social operations have been profoundly reshaped, imposing new requirements on the modernization of state governance. As two core policy tools, fiscal and financial policies urgently need to break down traditional barriers and achieve digital-intelligent synergistic transformation. By establishing data-sharing platforms and intelligent regulatory systems, the transformation of state governance from "experience-based" to "data-driven" will be promoted, leading to fundamental improvements in governance efficiency, risk prevention, and social equity. Fiscal policies should evolve towards precise governance, reshaping aspects such as budgeting and taxation; while financial policies must embrace digital innovation to build intelligent regulatory systems. To address the complex and systemic risks associated with this transformation, it is essential to establish a deeply integrated governance framework that encompasses the convergence of technological architecture, the restructuring of decision-making mechanism, the realignment of jurisdictional boundaries, and the alignment of value goals, so as to enhance the macroeconomic regulation in a more scientific manner and advance the modernization of state governance capacity.

    Competitive Rule of Law Promotion for Franchise System Application in the Low-Altitude Economy Sector

    As a national strategic emerging industry, the low-altitude economy relies on franchises to support its market-oriented and standardized development. However, current application of the franchise system faces challenges such as unclear competition regulation logic and mismatched legal rules. This paper clarifies the competition law attributes of low-altitude economy franchises, establishes a two-stage regulatory framework (authorization and operation phases), and proposes a full-process competition regulation mechanism. During the authorization phase, the fair competition review system should be improved to strengthen market access constraints and prevent administrative monopolies. During the operation phase, antitrust law application should be adapted, coordination between administrative supervision and competition law enforcement enhanced, and long-term competition order mechanisms established to address monopolistic conduct by franchisees. By systematically exploring competition law pathways for the low-altitude economy franchise system, this paper balances industry cultivation, public interest protection, and fair market competition, and promotes high-quality development of the low-altitude economy under the rule of law.

    The development of family education and family traditions constitutes a fundamental cornerstone for the modernization of grassroots governance in the new era. As the basic unit of society, families contribute to grassroots governance through mechanisms such as value enculturation and moral internalization, behavioral discipline and order formation, social capital cultivation and network construction, as well as cultural inheritance and community building. These mechanisms provide the ethical foundation, normative basis, resource mobilization, and cultural identity essential for grassroots governance. However, current challenges include the weakening of family structures and functions, the narrowing of educational objectives within families, the blurring of boundaries between public and private spheres, and the absence of an adequate institutional support system. To address these issues, efforts should focus on implementing family development support programs to enhance functional capacity, establishing a "family-state integration" policy support framework to promote institutional embeddedness, reshaping the cultural environment of community governance to deepen cultural immersion, and fostering diverse in co-governance networks to activate collaborative synergy. These measures aim to deeply integrate family education and family traditions into grassroots governance, thereby solidifying the micro-foundation of national governance.
